[긴급 서한] 한국의 플라스틱 정책 후퇴로 인한 2025 세계 환경의 날 개최국 변경 촉구

잉거 안데르센 사무총장님께,

우리는 한국에서 전 지구적인 플라스틱 오염 문제를 해결하기 위해 대중적인 환경 운동을 펼쳐나가며, 한국의 쓰레기 정책을 바꿔온 작은 환경단체(시민모임)들 입니다. 특히 한국이 세계 최초로 일회용컵 보증금제를 시행하기 위한 입법 과정에 저희는 많은 영향을 끼쳤습니다. 우리는 전국 각지에서 플로깅을 통해 모은 일회용컵을 가지고 수도 서울에 모여 ‘컵 어택’ 퍼포먼스와 기자회견을 수차례 열었고 정부와 정치권과 산업계를 압박했습니다.

우리는 최근 한국 정부의 일회용품 관리 정책이 크게 후퇴한 것에 대해 깊은 우려를 표합니다. 이런 국내 상황을 볼 때, 2025년 세계 환경의 날 행사를 한국에서 개최하는 것은 매우 부적합하며 세계 시민을 속이는 것입니다.

지난 9월 한화진 환경부 장관은 미국 뉴욕 유엔 본부에서 잉거 안데르센 사무총장님을 만나 “우리나라는 2025년 세계 환경의 날 개최국으로서 플라스틱 오염 방지를 위한 국제사회의 노력을 선도하겠다”고 말했지만, 같은 달 한국에서 시범운영 중인 일회용컵 보증금제를 사실상 철회하는 발표를 했습니다. 환경부는 자원재활용법에 따라 2022년 6월 전국적으로 시행됐어야 하는 일회용컵 보증금제를 12월로 무단 연기하고 전국이 아닌 세종·제주 두 지역으로 대폭 축소했고, 이로 인해 감사원의 지적까지 받았습니다. 감사원은 환경부에 자원재활용법 취지대로 일회용컵 보증금제를 전국 시행하라고 통보했지만, 환경부는 지방자치단체 자율에 맡기겠다며 제도를 무산시키려고 합니다. 환경부 자료에 따르면 한국은 1년에 약 294억 개의 일회용컵을 소비하며, 이 중 재활용되는 비율은 단 5%에 불과합니다. 정권이 바뀐 후, 환경부가 현행법까지 위반하면서 일회용컵 사용 규제를 포기한 것은 국제 사회의 비판을 받아 마땅한 일입니다.

또한 지난 11월 7일 환경부는 플라스틱 협약 3차 정부간 협상위원회를 단 며칠 앞두고, 11월 24일부터 시행 예정이던 일회용품 사용에 대한 규제를 사실상 폐지하겠다고 발표했습니다. 식당·카페 안에서 종이컵·플라스틱 빨대 사용을 금지하고, 소매점에서 비닐봉투 사용을 금지하기로 한 계획을 전격 취소한 것입니다. 종이컵 규제는 과태료 부과에서 자발적 참여로 바꾸고, 빨대와 비닐봉투 규제는 계도기간 무기한 연장한다고 밝혔습니다. 이번 환경부의 실내 일회용컵 규제 폐지로 인해 일회용컵 보증금제는 사실상 사망선고를 받았습니다.

세계 환경의 날은 환경 보전에 대한 국제 사회의 관심과 노력을 다짐하는 날입니다. 특히 2025년 세계 환경의 날은 플라스틱 협약 발효에 맞춰 전 지구적인 플라스틱 오염 종식을 주제로 열리는 행사입니다. 최근 한국 정부의 플라스틱·일회용품 규제 철회는 UNEP와 국제 플라스틱 협약의 노력에 상반되는 처사입니다. 즉 한국은 2025년 세계 환경의 날 행사를 개최할 자격이 없습니다.

우리는 UNEP와 사무총장님께, 2025년 세계 환경의 날 행사의 개최지를 재고해 주실 것을 간곡히 요청합니다. 한국 정부의 최근 행보는 환경 보호와 지속 가능한 발전을 위한 국제 사회의 노력에 부합하지 않습니다. 우리도 대한민국의 국민이자 쓰레기 활동가로서 세계 최대 규모의 환경 행사를 우리나라에서 개최하는 것을 환영하지만, 한국 정부가 2025년 세계 환경의 날을 그린워싱에 이용하는 것을 방관할 수 없습니다. 플라스틱 오염 종식에 대한 한국 정부의 진정성 있는 노력이 보이지 않는 한, UNEP는 다른 개최국을 고려하는 것이 바람직합니다.

UNEP와 사무총장님의 현명한 결정을 촉구합니다.

Urgent Appeal for Reconsideration of 2025 World Environment Day Venue Due to Inadequate Environmental Policies in Korea

Dear Executive Director Andersen,

We represent environmental organizations and citizen groups in Korea, actively leading a popular environmental movement to address the global issue of plastic pollution and effect change in Korea's waste policies. In particular, we have significantly influenced the legislative process for Korea to adopt the world's first single-use cup deposit return system. We have organized several 'Cup Attack' performances and press conferences in the capital, Seoul, with thousands of takeaway cup litter collected nationwide through Plogging, exerting pressure on the government, political circles, and industrial sectors.

We express our deep concern about the recent significant regression in the Korean government's policy on managing single-use products. Given this domestic context, hosting the 2025 World Environment Day event in Korea is highly inappropriate and akin to deceiving the global community.

Last September, Environment Minister Han Hwa-jin, during a meeting with you at the United Nations Headquarters in New York, professed Korea's commitment to lead the efforts against plastic pollution as the host for the 2025 World Environment Day. However, in the same month, an announcement was made that effectively negated the pilot operation of the single-use cup deposit return system. The Ministry of Environment delayed the nationwide implementation of this system, which should have commenced in June 2022 under the Resource Recycling Act, to December, limiting its scope to only Sejong and Jeju regions. This decision, which deviated from the original plan, was criticized by the Board of Audit and Inspection. The Board of Audit and Inspection notified the Ministry of Environment to implement the disposable cup deposit system nationwide in accordance with the purpose of the law. However, the Ministry of Environment intends to nullify the system by leaving it to the discretion of municipalities. According to the Ministry of Environment, Korea consumes about 29.4 billion disposable cups per year, of which only 5% are recycled. The Ministry of Environment's abandonment of regulations on the use of disposable cups, even to the extent of violating current laws, following the change of government, is an action that rightfully deserves international criticism.

Furthermore, on November 7, just days before INC-3, the Ministry of Environment announced plans to abolish the impending regulations on disposable products, set to commence on November 24. This abrupt reversal included canceling the restrictions on using paper cups and plastic straws in eateries and cafes, as well as the ban on plastic bags in retail stores. The ministry shifted from imposing fines to encouraging voluntary participation for paper cup regulations, and indefinitely extended the grace period for straw and plastic bag restrictions. The abolition of indoor disposable cup use regulations by the Ministry of Environment has effectively sounded the death knell for the single-use cup deposit return system.

World Environment Day is a day for the international community to pledge its interest and efforts in environmental conservation. Particularly, the 2025 World Environment Day event is set to focus on the theme of ending global plastic pollution, coinciding with the enforcement of the Plastic Treaty. The recent withdrawal of plastic and single-use item regulations by the Korean government runs counter to the efforts of UNEP and the International Plastic Treaty. Hence, Korea has no credentials to host the 2025 World Environment Day.

We earnestly request you and UNEP to reconsider the venue for the 2025 World Environment Day event. The recent actions of the Korean government do not align with the international community's efforts towards environmental protection and sustainable development. As citizens of the Republic of Korea and waste campaigners, we are eager to welcome hosting such a significant environmental event in our country. However, we cannot overlook the Korean government's potential use of this event for greenwashing. In the absence of Korea's sincere efforts towards ending plastic pollution, we believe UNEP should consider other hosting countries.

We earnestly urge you and UNEP to make a wise and thoughtful decision on this matter.
