전문

 

사람은 삶의 어느 기간 혹은 모든 기간 동안 자신의 생명 유지를 위해 반드시 타인에게 의존하게 된다. 즉 사람은 생존을 위해 돌봄과 살림을 필요로 하고, 서로 돌봄과 살림을 주고받는 존재다. 이렇듯 돌봄과 살림은 인간 사회를 유지하는데 있어 가장 근본적이고 가치 있는 일임에도 불구하고, 한국 사회는 이를 사사로운 일로 치부하며 사회적·국가적 책임을 인정하지 않았다. 게다가 출산과 육아, 자녀의 교육, 일상적인 가사노동, 간호 등 돌봄과 살림의 영역에서 벌어지는 모든 일을 단지 집안일이라는 말로 폄하하며, 그 책임을 오로지 엄마에게 전가해왔다. ‘모성모성애라는 이름 아래 많은 여성들이 희생과 헌신을 강요받았고, 정치경제적 주체로서 자립할 기회를 박탈당했으며, 아줌마와 맘충이라 불리는 혐오와 비하의 대상이 되었다. 그러나 무릇 사람을 낳고 기르고 살리는 돌봄과 살림은 우리 사회의 현재뿐 아니라 미래가 달린 일로서 엄마·여성·개인에게 그 책임을 전가해서는 안 되며, 가족 공동체·지역 공동체·국가 공동체가 서로 함께 책임져야 할 영역이다. 이제 모성은 생식적 어머니와 분리하여 돌봄과 살림을 수행하는 모든 주체의 역할을 가리키는 개념이 되어야 하고, 우리 사회는 집단 모성·사회적 모성을 추구해야 한다. 나아가 혈연을 넘어서 돌봄과 살림의 관계를 기준으로 다양한 형태의 가족을 포용해야 하며, 가족구성원 간의 성평등한 관계를 법제도적으로 보장해야 한다. 우리는 사회적 모성을 바탕으로 모든 아동과 그 아동을 돌보는 모든 사람들의 권리를 옹호하고, 그들이 처한 정치적·경제적·사회문화적 모순을 해결해 나감으로써 더 나은 공동체를 만들 수 있다고 믿는다. 이에 우리는 직접적인 정치참여를 통해 이러한 목표들을 실현하고자 모인 구성원들의 뜻을 모아 정치하는엄마들을 창립한다.

 

 

1장 총칙

 

1(명칭) 이 모임은 정치하는엄마들이라 한다. 영문명은 ‘Political Mamas’로 한다.

 

2(목적) 정치하는엄마들은 회원들의 직접적인 정치 참여를 통해 모든 엄마가 차별받지 않는 성평등 사회 모든 아동들의 권리가 보장되는 복지 사회 모든 생명이 폭력 없이 공존하는 평화 사회 ▲현재와 미래 세대의 환경권을 옹호하는 생태 사회를 건설함을 목적으로 한다. <개정 2021. 3. 27.>

 

3(사업) <개정 2021. 3. 27.>

정치하는엄마들은 제2조의 목적을 달성하기 위해 다음 각 호의 사업을 수행한다.

1. 성평등 실현하기 위한 법·제도 개선 및 교육·홍보 사업

2. 아동과 '엄마들' 의 권리를 보장하기 위한 성평등, 노동, 복지, 환경, 교육, 안전, 평화 등 제 분야의 연구 및 정책 개발 사업

3. 아동과 ‘엄마들의 정치 세력화를 위한 조직 사업

4. 아동과 ‘엄마들의 정치 참여를 제고하기 위한 법·제도 개선 및 교육·홍보 사업

5. 기타 정치하는엄마들의 목적을 달성하기 위해 필요한 사업 및 국내외 연대 활동

정치하는엄마들은 제2조의 목적 달성에 필요한 사업경비를 충당하기 위해 모임의 본질에 반하지 않는 범위 안에서 수익 사업을 할 수 있다.

 

4(사무소의 소재지) 정치하는엄마들의 주 사무소는 서울특별시에 둔다.

 

2장 회원

 

5(자격 및 가입)

정치하는엄마들의 목적에 뜻을 같이하는 개인 및 단체는 누구든지 소정의 절차에 따라 회원이 될 수 있다.

가입 절차는 내규로 정한다.

 

6(구분)

회원은 권리회원과 참여회원으로 구분하고, 회비를 납부한 회원을 권리회원이라 한다.

기타 필요한 사항은 내규로 정한다.

 

7(권리와 의무)

회원은 다음 각 호의 권리를 갖는다.

1. 총회의 의결권 및 선거권과 피선거권. 이 경우 권리회원에게만 부여한다.

2. 정책 입안에 참여할 수 있는 권리

3. 조직 활동에 참여할 수 있는 권리

4. 정보를 제공받고 의견을 제출할 수 있는 권리

5. 회원의 권리 침해에 대해 구제를 받을 수 있는 권리

회원은 다음 각 호의 의무를 갖는다.

1. 정관, 내규 및 결의 사항에 따를 의무

2. 목적 달성을 위한 사업과 활동에 적극적으로 참여할 의무

3. 내규로 정하는 회비를 납부할 의무. 이 경우 권리회원에게만 해당한다.

권리행사 시행일로부터 3개월 이전까지 가입한 권리회원 중 권리행사 시행일 전 3개월 이내에 연속 3회 이상 회비를 납부한 권리회원에게 총회의 의결권 및 선거권과 피선거권을 부여한다.

 

8(회비) 권리회원은 내규로 정한 회비를 납부해야 한다. 회비의 종류, 액수, 납부 방법 등 필요한 사항은 내규로 정한다.

 

9(자격 상실) 정치하는엄마들의 목적에 위배된 행위를 하거나, 명예를 실추시킨 회원에 대해서는 내규에 정한 절차에 따라 회원자격을 박탈할 수 있다.

 

10(탈퇴 및 재가입)

회원은 탈퇴하려는 경우에 소정의 절차에 따라 임의로 탈퇴할 수 있다. 다만, 이미 납부한 회비 등은 반납하지 않는다.

탈퇴 절차는 내규로 정한다.

9조에 의해 제명된 회원은 제명일로부터 3년이 경과한 후 운영위원회의 의결에 따라 회원으로 재가입할 수 있다.

 

11(소환)

공동대표 등 운영위원이 정치하는엄마들의 목적에 위배된 행위를 하거나, 정관내규 및 결의사항을 따르지 않거나, 단체에 해를 끼친 경우에는 재적 권리회원 1/5 이상의 요구로 소환을 청구할 수 있다.

1. 소환의 대상이 된 운영위원에 대해서는 해임 여부를 묻는 찬반투표를 실시한다.

2. 소환투표는 재적 권리당원의 1/3 이상의 투표와 유효투표 총수의 과반수 찬성으로 확정된다.

소환이 확정된 때에는 소환투표대상자는 그 결과가 공표된 시점부터 그 직을 상실한다.

 

3장 기구

 

1절 총회

 

12(지위) 총회는 정치하는엄마들의 최고의결기구로서 공동대표 전원의 명의로 소집한다.

 

13(소집과 개의) <개정 2021. 3. 27.>

정기총회는 회계연도 종료일부터 3개월 이내에 연 1회 개최하며, 임시총회는 재적 권리회원 1/5 이상의 요구 또는 운영위원회의 결의가 있을 때 소집할 수 있다.

총회일 15일전까지 일시, 장소, 상정 안건을 명시하여 권리회원에게 소집을 공고한다.

총회는 이 정관이 따로 정하는 바를 제외하고는 재적 권리회원 1/3 이상의 출석으로 개의한다.

 

14(권한과 의결사항) <개정 2021. 3. 27.>

총회는 정치하는엄마들의 조직과 운영에 관한 중요 사항들을 토의하고 결정하며, 출석 권리회원 과반수의 찬성으로 의결한다.

정기총회에서는 다음의 사항들을 결정한다.

1. 정관의 개정

2. 공동대표의 선출 및 감사의 선임

3. 선출직 운영위원의 선출 및 당연직 운영위원의 승인

4. 결산, 예산 및 사업 계획의 승인

5. 재적 권리회원 1/5 이상이 상정한 안건의 의결

6. 기타 중요 안건의 의결

 

2절 운영위원회

 

15(지위) 운영위원회는 총회의 위임을 받아 다음 총회 때까지 정치하는엄마들의 조직, 운영, 사업 및 활동에 관한 중요 사항들을 의결하고 집행하는 상설 기구이다.

 

16(구성)

운영위원회는 총회에서 선출한 선출직 운영위원와 당연직 운영위원으로 구성한다.

1. 선출직 운영위원은 운영위원회 정수의 1/3로 한다.

2. 선출직 운영위원은 총회에서 추첨제로 선출하며, 재적 권리회원 중에서 무작위 추첨방식으로 할당된 정수의 3배수를 순서를 붙여 추출하고, 본인의 운영위원 활동의사를 확인하면서 추첨순서에 따라 확정한다. 본인의 운영위원 활동의사가 없어서 정수에 미달하는 경우에는 추가로 추첨한다.

3. 당연직 운영위원은 공동대표, 활동기구의 장, 사무국장으로 한다. <개정 2019. 2. 23.>

운영위원회는 운영위원장이 소집하며 주관한다. 다만 운영위원장 부재 시 운영위원장이 운영위원 중 1인에게 위임할 수 있으며, 위임 절차가 어려울 시 운영위원회 참석 위원들의 과반수 찬성으로 임시 운영위원장을 선출한다.

운영위원장은 대표 중 1인으로 운영위원회에서 선출한다.

 

17(임기)

운영위원의 임기는 2년으로 하며 중임할 수 있다.

결원이 생겼을 경우 보궐된 운영위원의 임기는 전임자의 잔여기간으로 한다.

운영위원 중 결원이 생긴 때에는 1개월 이내에 선임해야 하며, 임기가 만료되는 운영위원의 후임자는 임기 만료 1개월 이내에 선임해야 한다.

 

18(소집) 운영위원회는 정기 운영위원회와 임시 운영위원회로 구분한다.

정기 운영위원회는 연 2회 이상 소집한다.

임시 운영위원회는 운영위원 1/3 이상의 요구가 있을 때 소집한다.

 

19(의결)

운영위원회는 운영위원 1/2 이상의 출석으로 개의하며, 출석 위원 과반수의 찬성으로 의결한다. <개정 2019. 2. 23.>

필요한 경우 인터넷을 이용한 운영위원회를 병행하여 진행할 수 있다.

인터넷을 이용한 총회에서의 토의, 의결 등 구체적인 운영 방법은 내규로 정한다.

 

20(권한)

운영위원회는 활동기구의 설치 및 해산을 의결하고, 활동기구의 장을 추인한다. <개정 2019. 2. 23.>

운영위원회는 정치하는엄마들의 사업 및 활동을 추진하기 위해 각 활동기구를 조직·관리하며, 예산을 편성·집행하고, 이를 위해 사무국을 설치·운영한다.

운영위원회는 각 활동기구의 활동을 지원한다. <개정 2019. 2. 23.>

 

3절 공동대표, 고문 및 자문위원, 감사

 

21(공동대표)

공동대표는 정치하는엄마들을 대표하고 제반 업무를 총괄한다.

공동대표는 3인 이내로 총회에서 선출하며, 임기는 2년으로 하며 중임할 수 있다.

 

22(고문 및 자문위원)

전직 공동대표, 운영위원 또는 사회 각계의 덕망 있는 인사, 연구 실적이 뛰어난 전문가 등을 고문 및 자문위원으로 위촉할 수 있다.

고문 및 자문위원은 운영위원회의 의결로 위촉한다. 다만 고문은 회원이어야 하며, 자문위원은 회원 가입 여부와 무관하다.

고문 및 자문위원의 임기는 2년으로 하며 연임할 수 있다.

 

23(감사)

정치하는엄마들의 사업과 재정을 감사하기 위해 약간 명의 감사를 둔다.

감사의 임기는 2년으로 하며 연임할 수 있다.

 

4절 활동기구 및 사무국 <개정 2019. 2. 23.>

 

24(활동기구) <개정 2019. 2. 23.>

정치하는엄마들의 목적 달성과 원활한 사업 추진을 위해 활동기구를 둘 수 있다. <개정 2019. 2. 23.>

1. 활동기구의 종류는 정책모임, 자조모임, 지역회원모임 등이 있으며 회원들의 자발적인 참여로 운영한다. <개정 2019. 2. 23.>

2. 활동기구는 운영위원회의 의결에 따라 설치하며, 활동기구의 장은 활동기구에서 선출하고 운영위원회가 추인한다. <개정 2019. 2. 23.>

활동기구의 조직, 기능 및 운영에 대해 필요한 사항은 내규로 정한다. <개정 2019. 2. 23.>

 

25(사무국)

정치하는엄마들의 실무를 총괄하기 위해 운영위원회 산하에 사무국을 둔다.

사무국의 구성과 운영에 대해 필요한 사항은 내규로 정한다.

 

26(사무국장) 사무국장은 운영위원회에서 임명하며 임기는 2년으로 하고 중임할 수 있다.

 

4장 재정

 

27(회계연도) 회계연도는 매년 11일부터 1231일까지로 한다.

 

28(수입) 정치하는엄마들의 수입은 회원 회비, 후원금, 특별 모금, 기타 수익 등으로 한다.

 

29(예산과 결산) <개정 2021. 3. 27.>

운영위원장은 당해 연도 예산안을 정기총회에 제출하고 추인 받아야 한다.

운영위원장은 회계연도 경과 3개월 이내에 예산회계준칙에 따라 감사로부터 회계감사를 받아 전년도 결산안을 총회에 제출하고 추인 받아야 한다.

운영위원장은 단체 홈페이지와 국세청의 인터넷 홈페이지를 통하여 연간 기부금 모금액 및 활용실적을 매년 331일까지 공개한다. <신설 2019. 2. 23.>

 

5장 해산

 

30(해산 사유) 정치하는엄마들은 아래의 사유가 있을 때 해산한다.

1. 설립 목적을 달성하였을 때

2. 설립 목적의 달성이 불가능하다고 판단할 때

3. 기타 설립 취지에 따른 단체 활동을 계속할 수 없는 중대한 사정이 있을 때

 

31(해산 절차)

31조의 해산 사유가 발생한 경우 총회의 의결로 해산을 결정한다.

해산 결정과 함께 청산에 필요한 업무 처리를 위해 총회에서 청산위원회를 구성한다.

 

32(잔여 재산의 귀속) 정치하는엄마들이 해산하는 경우 잔여 재산은 총회의 의결에 따라 국가, 지방자치단체 또는 정치하는엄마들의 설립 취지와 유사한 목적을 가진 비영리단체에 귀속시킨다.

 

6장 보칙

 

33(활동보고) 활동기구의 장은 월1회 이상 활동기구의 활동 내용, 인사, 재정등에 관한 사항을 사무국을 경유하여 운영위원회에 공유한다. <개정 2021. 3. 27.>

 

34(준용 규정)

정관에 명시되지 않은 사항은 민주주의 일반 원칙과 내규에 따른다.

내규는 운영위원회의 의결로 제정 또는 개정할 수 있다.

회원 규정 <2017. 8. 7.>

 

1장 총칙

 

1(목적) 이 규정은 정치하는엄마들의 정관 제2장에 의하여 회원가입, 탈퇴와 권리의무의 행사방법을 규정함을 목적으로 한다.

 

2(적용범위) 회원에 관하여는 정관에 규정된 사항을 제외하고는 이 규정에 의한다.

 

3(회원)

회원은 권리회원과 참여회원으로 구분하고, 회비를 낸 회원을 권리회원으로 한다.

, 운영위원회의 의결에 의해 특별회원을 둘 수 있다.

권리회원과 참여회원은 본인의 의사에 따라 회원종류를 변경할 수 있다.

 

4(회원자격)

권리회원과 참여회원은 본 단체의 목적에 뜻을 같이하는 개인으로 한다.

특별회원은 본 단체의 목적에 뜻을 같이하는 단체 혹은 본 단체를 후원하는 법인으로 한다.

 

2장 회원의 가입과 탈퇴

 

5(회원의 가입) 회원의 자격이 있는 자로서 이 단체에 가입하고자 하는 회원은 회원가입신청서, 특별회원은 특별회원가입신청서를 제출하여 대표의 승인을 얻어야 한다.

 

6(회원의 탈퇴)

회원이 다음 각 호에 해당하는 때에는 탈퇴한 것으로 본다.

1. 회원자격상실 또는 제명

2. 사망

3. 회원탈퇴신청서 제출 시

특별회원이 이 단체를 탈퇴하고자 할 때에는 회원탈퇴신청서를 제출하여야 한다.

 

3장 회원의 권리와 의무

 

7(회원의 권리)

특별회원을 제외한 모든 회원은 정관 제7조에 따른 권리를 갖는다.

특별회원은 발언권만을 갖는다.

모든 회원은 이 단체가 주관하는 모든 행사에 참여할 권리를 갖는다.

 

8(회원의 의무) 본 단체의 모든 회원은 월회비 또는 소정의 참가비를 부담할 납부의무와 본 단체의 정관, 제 규정 등 각종 사항을 준수할 의무를 진다.

 

4장 회비 및 부담금

 

9(권리회원의 회비 등)

권리회원의 회비금액은 최소 5000원 이상의 자유금액으로 한다.

권리회원의 회비는 매월 납부하되 징수방법은 CMS 및 계좌입금으로 한다.

 

10(권리회원의 회비미납에 대한 제재 조치)

권리회원이 회비를 미납하였을 때 다음과 같은 제재 조치를 준다.

1. 3개월 이내 연속 3회 미납 시 참여회원으로 자동 전환된다.

2. 참여회원이 회비를 납부하면 다시 권리회원으로 전환할 수 있다. , 권리행사 시행일 전 3개월 내에 3회 이상 회비를 납부한 권리회원에게 총회의 의결권 및 선거권과 피선거권을 부여한다.

 

11(특별회원의 회비 등)

특별회원은 신청당시의 후원하고자 하는 내용을 근거로 회비, 기타 후원내용을 정한다.

특별회원이 이 단체의 명예를 손상하는 경우 운영위원회의 의결을 거쳐 제명할 수 있다.

 

5장 회원 및 임원의 정치활동 <신설 2018. 6. 1.>

 

12(회원 및 임원의 정치활동 등)

정치하는엄마들은 회원 개인의 정치 참여를 독려하고, 정치활동(정당의 당직 수행, 공천 신청, 비례 신청, 출마, 정당 및 특정후보의 선거운동 등)의 자유를 완전히 보장한다.

공동대표, 운영위원 등 임원은 임원 임기 개시 전에 본인 정치활동 이력을 사무국에 제출해야 한다. 사무국은 사실 확인 후 지체 없이 전체 회원에 개별적으로 고지하고, 홈페 이지 등에 게시한다.

단체 임원은 본인의 정치활동 상황에 변동이 생길 경우 사전에 지체 없이 사무국에 통 보하고, 운영위원회에서 논의 후 결정한다. 사무국은 결정사항을 지체 없이 전체 회원에게 개별적으로 고지하고, 홈페이지 등에 게시한다.

, 회원 개인의 정치활동이 단체 활동에 부정적인 영향을 줄 경우 정관 제2장제9조 및 제11조에 의거 회원자격을 박탈하거나, 임원직을 상실하도록 한다.

1(시행일) 이 규정은 운영위원회의 의결한 날로부터 시행한다.

 

2(통상관례) 이 정관에 명시되어 있지 아니한 사항은 통상관례에 준한다.

 

 

운영위원회 규정 <2017. 8. 7.>

 

1장 총칙

 

1(목적) 이 규정은 정관 제19조 및 24조에 의거 정치하는엄마들(이하 이 회라 한다)의 위원회 구성 및 운영에 관한 사항을 규정함을 목적으로 한다.

 

2(위원회의 종류)

이 회의 사업을 심의하기 위하여 다음의 상설위원회를 둔다.

1. 정책위원회

2. 홍보위원회

3. 조직위원회

사업의 필요에 의해 이사회를 통하여 특별위원회를 추가로 구성할 수 있다.

 

2장 위원회의 기능과 구성

 

3(위원회의 기능) 각 위원회는 다음의 사항을 심의·의결하며, 그 결과를 운영위원회에 보고하고 대표에게 운영위원회의 안건상정을 요청할 수 있다.

정책위원회

1. 단체 정책위원회 운영에 관한 사항

홍보위원회

4(위원회의 구성)

각 위원회는 위원장을 포함하여 10인 내외로 구성한다.

특별위원회는 운영위원회의 의결을 거쳐 구성되며 대표가 위촉한다.

 

3장 위원장

 

5(위원장)

위원장은 위원 중에서 호선하며, 이 회의 당연직 집행위원이 된다.

위원장은 위원회를 대표하고 업무를 총괄한다.

위원장 궐위 시, 위원 중 위원들의 추천을 받은 자가 그 직무를 대행한다.

 

6(임기) 위원장 및 위원의 임기는 2년으로 하며 연임할 수 있다.

 

4장 운영위원회 회의

 

7(회의의 소집)

운영위원회는 정기 운영위원회와 임시 운영위원회로 구분한다.

정기 운영위원회는 연 2회 이상 소집한다.

임시 운영위원회는 운영위원 1/3 이상의 요구가 있을 때 소집한다.

 

8(회의의 성립) 회의는 재적위원 1/3 출석으로 성립된다.

 

9(의결) 출석위원 과반수의 찬성으로 의결한다.

 

10(의결권의 위임)

운영위원회는 운영위원 1/3 이상의 출석으로 개의하며, 출석 위원 과반수의 찬성으로 의결한다.

필요한 경우 인터넷을 이용한 운영위원회를 병행하여 진행할 수 있다.

인터넷을 이용한 총회에서의 토의, 의결 등은 오프라인 운영위원회 회의 규정을 준용한다.

 

부칙 <2017. 8. 7.>

 

1(시행일) 이 규정은 운영위원회의 의결한 날로부터 시행한다.

 

2(통상관례) 이 규정에 명시되어 있지 아니한 사항은 통상관례에 준한다.

 

 

사무국 규정 <2017. 8. 7.>

 

1장 총칙

 

1(목적) 이 규정은 정관 제25조에 의거 정치하는엄마들(이하 이 회라 한다)의 사무국 운영에 관한 사항을 규정함을 목적으로 한다.

 

2(적용범위) 이 회의 사무국 운영에 관하여는 법령 및 정관에 정한 경우를 제외하고는 이 규정에 따른다.

 

2장 조직

 

3(조직) 이 회의 사무국은 운영위원회 산하에 둔다.

 

4(사무국)

이 회의 업무를 효율적으로 처리하기 위해 정관 제25조에 따라 사무국을 둔다.

사무국은 사무국의 업무를 지휘·총괄하는 사무국장을 둔다.

 

3장 사무국

 

5(사무국장)

사무국장은 운영위원회의 명을 받아 사무국의 업무를 총괄한다.

사무국장은 운영위원회의 선임을 통하여 임명하며 사무국장의 채용기간은 대표의 임기와 같이한다.

채용기간 만료 후 재고용의 경우에도 운영위원회의 의결을 통하여야 한다.

 

6(권한의 위임)

사무국의 사무는 다른 규정에 특별한 규정이 있는 경우를 제외하고는 대표의 결재를 받아 집행한다.

대표는 업무를 효율적으로 집행하기 위하여 사무국장에게 업무처리 권한의 일부를 위임할 수 있다.

권한의 위임에 관한 사항은 운영위원회에서 정한다.

 

7(업무) 사무국은 다음과 같은 업무를 한다.

외부 기관과 협의

단체 사업 등 홍보 및 대내외 연계활동

1(시행일) 이 규정은 운영위원회의 의결을 받은 날로부터 시행한다.

Articles of Association

<Enacted on June 11, 2017; Revised on March 27, 2021>

 

 

PREAMBLE

 

During any or all stages of life, a person will inevitably rely on others for his or her survival. In other words, people need care and household management to survive and are beings that exchange care and housekeeping. As such, despite the fact that care and household management are the most fundamental and valuable activities in preserving human society, Korean society dismissed the activities as personal affairs, denying societal and national responsibilities over them. Furthermore, everything in the realm of care and household management—including childbirth, childcare, children’s education, everyday household chores and nursing—has been dismissed as ‘housewifery’, delegating the obligation only to ‘mothers’. Many women were obliged to sacrifice and commit themselves in the name of ‘motherhood’ and ‘maternal love’, were denied opportunities to stand on their own as political and economic subjects, and became targets of hatred and belittlement while being called as an old woman (ajumma) and Mum-Roach. However, care and housekeeping, which gives birth, raises and keeps people alive, is not only the present but also the future of our society. The burden of fulfilling such responsibilities should not be placed on mothers, women or individuals, and it is a realm for which the family community, local community and national community must all carry the weight. Motherhood should now be defined as the responsibility of all subjects who provide care and household management in separation from reproductive mothers, and our society should strive for communal motherhood and social motherhood. Moreover, it is vital to accept diverse sorts of families based on caring and household management relationships other than blood links, as well as to legally and institutionally guarantee gender equality among family members. We believe that, based on social motherhood, a better community can be built through campaigning for the rights of all children and those who care for them, as well as resolving the political, economic and socio-cultural tensions and contradictions they face. Accordingly, we hereby establish “Political Mamas” by uniting the members who have come together to fulfill these aims through direct political participation. <Revised on March 27, 2021>

 

 

Chapter 1  General Provisions

 

Article 1 (Name)  This Association is named Political Mamas.

 

Article 2 (Purpose)  Through direct political participation of its members, Political Mamas aims to build ▲ a gender equality society in which all mothers are not discriminated against, ▲ a welfare society in which all children’s rights are guaranteed, ▲ a peaceful society in which all living beings coexist without violence, ▲ an ecological society that advocates for the environmental rights of present and future generations. <Revised on March 27, 2021>

 

Article 3 (Business)

 (1) In order to achieve the purposes under Article 2, Political Mamas engages in the following businesses:

  1. Law and system reform, as well as education and public relations efforts aimed at achieving gender equality <Revised on March 27, 2021>
  2. Research and policy development projects in areas such as gender equality, labor, welfare, the environment, education, safety and peace to protect the rights of children and mothers <Revised on March 27, 2021>
  3. Organizational projects to empower children and mothers in politics <Revised on March 27, 2021>
  4. Law and system improvement, as well as education and public relations efforts to increase political engagement of children and mothers <Revised on March 27, 2021>
  5.  Other businesses and domestic and international solidarity activities that are necessary to realize the aim of Political Mamas <Revised on March 27, 2021>
  6.  

(2) In order to fund the business expenses required to achieve the aims under Article 2, Political Mamas may engage in for-profit business to the degree that it does not contravene the nature of the Association.

 

Article 4 (Office Location)  The main office of Political Mamas shall be located in Seoul, Korea.

 

 

Chapter 2  members

 

Article 5 (Qualification and Membership) 

 

(1) Any individual or group that agrees with the mission of Political Mamas may become a member of Political Mamas by following the prescribed procedure.

 

(2) The procedure for becoming a member shall be prescribed under internal rules.

 

Article 6 (Classification) 

 

(1) Members shall be classified into Rights Members and Participation Members, and members who paid the membership fees shall be Rights Members.

 

(2) Other necessary matters shall be prescribed under internal rules.

 

Article 7 (Rights and Obligations)

 

(1) Members shall have the following rights:

    1. Voting rights and election rights, the right to stand for election in the General Assembly; in this case, such rights shall be granted only to Rights Members.
    2. The right to participate in policy making
    3. The right to participate in activities of the Association
    4. The right to be informed and to submit opinions
    5. The right to obtain relief for infringement of the Member’s rights

(2) Members shall be subject to the following obligations:

    1. The obligation to follow the Articles of Association, internal rules and resolutions
    2. The obligation to proactively participate in businesses and activities aimed at achieving the goals
    3. The obligation to pay membership fees prescribed under internal rules; this shall apply only to Rights Members

(3) Among Rights Members who joined the Association less than three months prior to the effective date of exercising rights, Rights Members who have paid membership fees three or more times consecutively within three months prior to the effective date of exercising rights shall be granted voting rights, election rights, and the right to stand for election at the General Assembly.

 

Article 8 (Membership Fees) Rights Members shall pay membership fees set by internal rules. Necessary matters for membership fees, such as the type, amount and payment method of membership fee, shall be set by internal rules.

 

Article 9 (Disqualification) Members who engage in an act that contravenes the purpose of Political Mamas or who damage the reputation of the Association may be disqualified according to the procedures set forth in the internal rules.

 

Article 10 (Membership Withdrawal and Re-join)

 

(1) If a member intends to withdraw his or her membership, he or she may do so arbitrarily according to the prescribed procedure; provided, however, that already-paid membership fees may not be refunded.

 

(2) The membership withdrawal procedure shall be set by internal rules.

 

(3) A member who is expelled from the membership under Article 9 may rejoin as a member according to a resolution of the Steering Committee.

 

Article 11 (Summons)

 

(1) In the event that a member of the Steering Committee, such as a co-representative, engages in an act that contravenes the purpose of Political Mamas, fails to follow the Articles of Association, internal rules and resolutions, or causes harm to the Association, the member may be summoned at the request of at least 1/5 of the Rights Members on the register.

    1. For the Steering Committee member who is summoned, voting for or against his or her dismissal shall be held.
    2. The summon votes shall be finalized by the vote of at least 1/3 of the Rights Members on the register of the Association and the majority of the total number of valid votes.

(2) When the summons is finalized, the person subject to the summon vote shall lose his or her office upon the announcement of the result.

 

Chapter 3  organizations

 

Section 1 General Assembly

 

Article 12 (Status)  The General Assembly shall be the highest decision-making body of Political Mamas and be convened in the name of all co-representatives.

 

Article 13 (Convocation and Commencement)

 

(1) The regular General Assembly shall be convened once a year within three months from the end of the fiscal year concerned, and the extraordinary General Assembly may be convened when there is a request from at least 1/5 of the registered Rights Members or a resolution of the Steering Committee. <Revised on March 27, 2021>

 

(2) The convocation of the General Assembly shall be notified to Rights Members 15 days prior to the date of the General Assembly by specifying the date, place and proposed agenda.

 

(3) Except as otherwise provided herein, the General Assembly shall be held with the attendance of at least 1/3 of the registered Rights Members.

 

Article 14 (Powers and Matters of Resolution)

 

(1) The General Assembly shall discuss and decide on important matters with respect to the organization and operation of Political Mamas, and a resolution shall be passed with the consent of a majority of Rights Members on the register.

 

(2) The regular General Assembly shall decide the following matters:

    1. Revision of the Articles of Association
    2. Election of co-representatives and appointment of auditors
    3. Deleted <March 27, 2021>
    4. Election of Steering Committee members to be appointed by election and approval of ex officio members of the Steering Committee
    5. Approval of settlement of accounts, budget and business plan
    6. Resolution of the agenda proposed by at least 1/5 of Rights Members on the register
    7. Resolution of other important agenda items

 

Section 2 Steering Committee

 

Article 15 (Status)  The Steering Committee is a permanent body entrusted by the General Assembly to decide and execute important matters concerning the organization, operation, business and activities of Political Mamas until the immediately following General Assembly.

 

Article 16 (Composition)

 

(1) The Steering Committee shall consist of elected members elected by the General Assembly and ex officio members.

    1. Elected members of the Steering Committee shall be 1/3 of the whole number of the Steering Committee members.
    2. Elected members of the Steering Committee shall be selected by lottery at the General Assembly; three times the integer allocated by random lottery shall be extracted with an order set from among the registered Rights Members, and the elected members of the Steering Committee shall be finalized by confirming the member’s intent to serve as a Steering Committee members. If the person has no intent to serve as a Steering Committee member, and therefore the number falls below the integer, an additional lottery shall be conducted.
    3. The ex officio members of the Steering Committee shall be co-representatives, heads of activity bodies, and secretary generals. <Revised on February 23, 2019>

(2) The Steering Committee shall be convened and supervised by the Chairperson of the Steering Committee; provided, however, that in the absence of the Chairperson, the duties may be delegated to one of the Steering Committee members by the Chairperson and, in the event of difficulties in the delegation procedure, a temporary Chairperson shall be elected by the consent of a majority of the members present.

 

(3) The Chairperson of the Steering Committee shall be elected as one person among the representatives by the Steering Committee.

 

Article 17 (Term of Office)

 

(1) The term of office of a member of the Steering Committee shall be two years, members may serve consecutive terms.

 

(2) In the event of a vacancy among members of the Steering Committee, the term of office of the substitute member shall be equal to the remaining term of the predecessor.

 

(3) In the event of a vacancy among members of the Steering Committee, the vacancy shall be removed by appointing a new member within one month of the vacancy, and the successor of the Steering Committee member whose term of office expires shall be appointed within one month of the expiration of his or her term.

 

Article 18 (Convocation)

 

(1) The Steering Committee shall be categorized into the regular Steering Committee and the extraordinary Steering Committee.

 

(2) The regular Steering Committee shall be convened at least twice a year.

 

(3) The extraordinary Steering Committee shall be convened when there is a request from at least 1/3 of the Steering Committee members.

 

Article 19 (Resolution)

 

(1) The Steering Committee shall be held with the attendance of at least 1/2 of the Steering Committee members, and a resolution shall be adopted with the consent of a majority of the members present. <Revised on February 23, 2019>

 

(2) If necessary, the Steering Committee may be conducted by using the Internet in parallel.

 

(3) The specific methods of operation of the General Assembly using the Internet, such as discussion and resolution, shall be determined by internal rules.

 

Article 20 (Powers)

 

(1) The Steering Committee shall adopt resolutions on the establishment and dissolution of activity bodies and confirm the heads of activity bodies.

 

(2) The Steering Committee shall organize and manage respective activity bodies to promote the projects and activities of Political Mamas, organize and execute budgets, and establish and operate a secretariat to this end.

 

(3) The Steering Committee shall support the activities of respective activity bodies. <Revised on February 23, 2019>

 

Section 3 Co-Representative, Advisors and Advisory Committee Members, Auditors

 

Article 21 (Co-Representative)

 

(1) Co-representatives shall represent Political Mamas and oversee and supervise various duties.

 

(2) There may be up to three co-representatives, who shall be elected by the General Assembly, and the term of office shall two years, and co-representatives may serve consecutive terms.

 

Article 22 (Advisors and Advisory Members)

 

(1) Former co-representatives, Steering Committee members, virtuous figures of various sectors in society, experts with outstanding research achievements, etc. may be appointed as advisors and advisory members.

 

(2) Advisors and advisory members shall be appointed by the Steering Committee’s resolution; provided, however, that advisors shall be Members, while advisory members shall be not confined by their status as Members.

 

(3) The term of office of advisors and advisory committee members shall be two years, and they may serve consecutive terms.

 

Article 23 (Auditors)

 

(1) There may be a few auditors to audit Political Mamas’ businesses and finances.

 

(2) The term of office of an auditor shall be two years, and the auditor may serve consecutive terms.

 

Section 4 Activity Bodies and Secretariat <Title revised on February 23, 2019>

 

Article 24 (Activity Bodies)

 

(1) An activity body may be established to achieve the aims of Political Mamas and promote successful projects.

    1. The types of activity bodies include policy groups, self-help groups, local member groups, etc., and the activity bodies are to be operated with the voluntary participation of Members.
    2. Activity bodies shall be established according to a resolution of the Steering Committee, and respective heads of activity bodies shall be elected by the activity body concerned and confirmed by the Steering Committee.

(2) Matters necessary for the organization, function and operation of activity bodies shall be determined by internal rules. <Full revision on February 23, 2019>

 

Article 25 (Secretariat)

 

(1) The Secretariat shall be established under the Steering Committee to oversee the practical and administrative affairs of Political Mamas.

 

(2) Matters necessary for the composition and operation of the Secretariat shall be determined by internal rules.

 

Article 26 (Secretary General) The Secretary-General shall be appointed by the Steering Committee, and the term of office is two years with the possibility of serving consecutive terms.

 

Section 4 Finances

 

Article 27 (Fiscal Year) The fiscal year shall be from January 1st to December 31st of each year.

 

Article 28 (Income) The income of Political Mamas shall consist of membership fees, donations, special fundraising and other revenues.

 

Article 29 (Budget and Settlement of Accounts)

 

(1) The Chairperson of the Steering Committee shall submit a budget proposal for the year concerned to the regular General Assembly and obtain approval of the budget therefrom. <Revised on March 27, 2021>

 

(2) The Chairperson of the Steering Committee shall obtain an accounting audit from the auditor pursuant to the Budget Accounting Rules within three months from the date when the fiscal year concerned elapses, and submit the immediately-preceding year’s settlement of accounts to the General Assembly for approval. <Revised on March 27, 2021>

 

(3) The Chairperson of the Steering Committee shall disclose the annual donation amount and utilization results by March 31st of each year on the Association’s website and the Internet website of the National Tax Service. <Newly established on February 23, 2019>

 

Section 5 Disbandment

 

Article 30 (Grounds for Disbandment) Political Mamas shall be disbanded in the event of the following grounds:

    1.  

(1) When the purpose of its establishment is achieved

 

(2) When it is determined that the aims of its establishment are impossible to be achieved

 

(3) When there are other serious circumstances that prevent the Association from continuing activities according to the purpose of its establishment

 

Article 31 (Procedure of Disbandment)

 

(1) In the event of a ground for disbandment under Article 31, a resolution of the General Assembly shall decide on the disbandment.

 

(2) A disbandment committee shall be formed at the General Assembly to process the duties necessary for disbandment along with the decision on disbandment.

 

Article 32 (Attribution of Remaining Assets)  In the event of the disbandment of Political Mamas, the residual assets shall belong to the state, local governments, or a non-profit organization whose aims are similar to those of Political Mama’s purpose of an establishment according to a resolution by the General Assembly.

 

Section 6 Supplementary Rules

 

Article 32 (Activity Reports)  Heads of respective activity bodes shall the contents of the activity body, personnel affairs, finances, etc. with the Steering Committee via the Secretariat at least once a month.

 

Article 33 (Provisions with Mutatis Mutandis Application)

 

(1) Matters that are not specified in these Articles of Association shall be governed by the general principles of democracy and internal rules.

 

(2) Internal rules may be enacted or revised by a resolution of the Steering Committee.

 

 

 

 

Addendum <June 11, 2017>

These Articles of Association shall take effect immediately upon their passage by the founding General Assembly.

 

Addendum <February 23, 2019>

These Articles of Association shall take effect immediately upon its passage by the regular General Assembly on February 23, 2019.

 

Addendum <March 27, 2021>

These Articles of Association shall take effect immediately upon their passage by the regular General Assembly on Mach 27, 2019.

 

 

 

 

 

 

Member Rules <August 7, 2017>

 

Chapter 1  General Provisions

 

Article 1 (Purpose)  The purpose of this Rule is to prescribe the method of membership subscription, withdrawal and exercise of rights and obligations pursuant to Chapter 2 of the s of Association of Political Mamas.

 

Article 2 (Scope of Application)  With respect to Members, this Rule shall apply except for matters stipulated in these s of Association.

 

Article 3 (Members)

 

(1) Members shall be categorized into Rights Members and Participating Members, and members who pay membership fees shall be Rights Members.

 

(2) But Special Members may exist by a decision of the Steering Committee.

 

(3) Rights Members and Participating Members may change their membership type according to their intent.

 

Article 4 (Membership Qualification)

 

(1) Rights Members and Participating Members shall be individuals who agree with the aims of this Association.

 

(2) Special Members shall be organizations that agree with the aims of this Association or corporations that sponsor this Association.

 

Chapter 2 Membership Subscription and Withdrawal

 

Article 5 (Membership Subscription)  A member who is qualified to be a Member and intends to become a member of this Association, he or she shall obtain the representative’s approval by submitting a membership subscription application, which shall be a special membership subscription application in the case of a Special Member.

 

Article 6 (Withdrawal from Membership)

(1) When a member falls under any of the following, he or she shall be considered to have withdrawn from the membership:

    1. Loss of or expulsion from membership
    2. Death
    3. Upon submitting a membership withdrawal application

(2) When a Special Member intends to withdraw from this Association, he or she shall submit a membership withdrawal application.

 

Chapter 3  Rights and Obligations of Members

 

Article 7 (Rights of Members)

(1) All members except Special Members shall have the rights under Article 7 of the Articles of Association.

(2) The only right granted to Special Members shall be the right to make remarks.

(3) All members shall have the right to participate in all events hosted by this Association.

 

Article 8 (Obligations of Members) All members of this Association shall have the obligation to pay the monthly membership fee or a prescribed participation fee and to comply with various matters, including the s of Association and various rules of this Association.

 

Chapter 4 Membership Fees and Contributions

 

Article 9 (Membership Fees, etc. of Rights Members)

(1) Membership fees for Rights Members shall be a discretionary amount of KRW 5,000 or more.

(2) Membership fees for Rights Members shall be paid monthly, provided that the method of collection shall be via CMS and account transfer.

 

Article 10 (Sanctions for Failure to Pay Membership Fees by Rights Members)

(1) When Rights Members fail to pay membership fees, the following sanctions shall be placed:

    1. In the event that payment of membership fees is not made three times in a row within three months, the Rights Member shall be automatically converted to a Participating Member.
    2. When a Participating Member pays the membership fee, he or she may be converted back to a Rights Member; provided, however, that the General Assembly shall grant the voting rights, election rights, and the right to stand for election to Rights Members who have paid membership fees three or more times within three months prior to the effective date of exercising their rights.

Article 11 (Membership Fees, etc. of Special Members)

(1) For Special Members, the membership fees and other sponsorships shall be determined based on the content the Special Members wish to sponsor at the time of application.

(2) If Special Members harm the honor of this Association, they may be expelled through a resolution of the Steering Committee.

 

Chapter 5 Political Activities of Members and Officers <Newly Established on June 1, 2018>

 

Article 12 (Political Activities of Members and Officers)

(1) Political Mamas shall encourage individual members to participate in politics and shall completely guarantee the freedom of political activities (serving political party positions, application for a public recommendation, application to be nominated for a proportional political representative, running for election, the election campaign for political parties and specific candidates, etc.).

(2) Officers such as co-representatives and members of the Steering Committee shall submit their political activity history to the Secretariat before their term of office commences. After verifying the facts, the Secretariat shall notify all Members individually without delay and post the result on the website, etc.

(3) Officers of the Association shall notify the Secretariat without delay in advance in the event of any change in their political activities, and the Steering Committee shall make a decision on the matter after discussion. The Secretariat shall notify all Members of the decision individually without delay and post the result on the website, etc.

(4) But if an individual Member’s political activity has a negative impact on the Association’s activity, the Member’s qualification or officer position shall be revoked or removed pursuant to Chapter 2, Articles 9 and 11 herein.

 

Addendum <August 7, 2017>

 

Article 1 (Effective Date) This Rule shall take effect on the date of the resolution by the Steering Committee.

 

Article 2 (Customary Practices) Matters that are not specified in these s of Association shall be governed by customary practices.

 

 

 

 

 

 

 

 

Steering Committee Rule <August 7, 2017>

 

Chapter 1 General Provisions

 

Article 1 (Purpose)  This Rule aims to stipulate matters concerning the composition and operation of committees of Political Mamas (this “Association”) pursuant to s 19 and 24 of the Articles of Association.

 

Article 2 (Types of Committees)

(1) In order to deliberate on the projects of this Association, the following permanent committees may be placed:

    1. Policy Committee
    2. Public Relations Committee
    3. Organizing Committee

(2) Depending on the needs of respective projects, additional special committees may be formed by the board of directors.

 

Chapter 2 Function and Composition of Committees

 

Article 3 (Functions of Committees) Each committee shall deliberate and decide on the following matters, shall report the results of the deliberation and decision to the Steering Committee, and may request the representative to submit an agenda item to the Steering Committee.

(1) Policy Committee

    1. Matters concerning the operation of the Policy Committee of this Association
    2. Deliberation on policies of this Association
    3. Other matters necessary to achieve the aims of the Policy Committee

(2) Public Relations Committee

    1. Matters concerning the operation of public relations projects of this Association
    2. Deliberation related to public relations projects of this Association
    3. Other matters necessary to achieve the aims of the Public Relations Committee

(3) Organizing Committee

    1. Matters related to member management and organizational structure, etc. of this Association
    2. Matters necessary to achieve the purpose of the Organizing Committee of this Association

(4) Special Committee

    1. Matters concerning special-purpose project operation of this Association
    2. Matters necessary to achieve the goals of the Special Committee of this Association

Article 4 (Composition of Committees)

(1) Each committee shall consist of around 10 people including the Chairperson.

(2) Special committees shall be formed by a resolution of the Steering Committee and commissioned by the representative.

 

Chapter 3 Chairperson

 

Article 5 (Chairperson)

(1) The Chairperson shall be elected from among the members and serve as an ex officio executive member of this Association.

(2) The Chairperson shall represent respective Committees and oversee their respective affairs.

(3) In the event of a vacancy in the position of the Chairperson, a person who was recommended by the members among the members shall act on behalf of the Chairperson.

 

Article 6 (Term of Office)  The term of office of the Chairperson and members shall be two years with the possibility of serving consecutive terms

 

Chapter 4  Steering Committee meetings

 

Article 7 (Convocation of Meetings)

(1) The Steering Committee shall be categorized into the regular Steering Committee and the extraordinary Steering Committee.

(2) The regular Steering Committee shall be convened at least twice a year.

(3) The extraordinary Steering Committee shall be convened when there is a request from at least 1/3 of the Steering Committee members.

 

Artilcle 8 (Establishment of Meetings) Meetings shall be established with the attendance of at least 1/3 of the Steering Committee members on the register.

 

Article 9 (Resolution) A resolution shall be adopted with the consent of a majority of the members present.

 

Article 10 (Voting by Proxy)

(1) The Steering Committee shall be commenced with the attendance of at least 1/3 of the Steering Committee members, and a resolution shall be adopted with the consent of a majority of the members present.

(2) If necessary, the Steering Committee may be conducted by using the Internet in parallel.

(3) The rules on offline Steering Committee meetings shall apply mutatis mutandis to discussions and resolutions, etc. at the General Assembly using the Internet.

 

Addendum <August 7, 2017>

Rule on Secretariat <August 7, 2017>

 

Chapter 1 General Provisions

 

Article 1 (Purpose)  This Rule aims to stipulate matters concerning the operation of the Secretariat of Political Mamas (this “Association”) pursuant to 25 of the Articles of Association.

 

Article 2 (Scope of Application) Except for the stipulations under statutes and these s of Association, the operation of the Secretariat of this Association shall be governed by this Rule.

 

Chapter 2 Organization

 

Article 3 (Organization) The Secretariat of this Association shall be established under the Steering Committee.

 

Article 4 (Secretariat)

(1) For effective handling of duties of this Association, there shall be the Secretariat established according to Article 25 of these Articles of Association.

(2) The Secretariat shall have the Secretary-General who directs and oversees the affairs of the Secretariat.

 

Chapter 3 SECRETARIAT

 

Article 5 (Secretary General)

(1) The Secretary-General shall oversee the Secretariat’s affairs pursuant to the direction of the Steering Committee.

(2) The Secretary General shall be appointed by the selection and appointment by the Steering Committee, and the term of employment of the Secretary-General shall be the same as the term of office of the representative.

(3) Any re-employment of the Secretary-General after the term of employment expires shall be decided by a resolution of the Steering Committee.

 

Article 6 (Delegation of Powers)

(1) The affairs of the Secretariat shall be executed with the approval of the representative, except in cases where there are special rules otherwise in other rules.

(2) The representative may delegate part of his or her powers to handle duties to the Secretary-General in order to efficiently execute the duties.

(3) The Steering Committee shall set matters concerning the delegation of powers. 

 

Article 7 (Duties) The Secretariat shall perform the following duties:

(1) Duties related to this Association and its members

(2) Projects of this Association

(3) Preparing and conducting meetings such as meetings of the Steering Committee

(4) Discussions with outside organizations

(5) Public relations activities of projects of this Association and internal and external liaison activities

(6) Coordination of discussions on projects and operations of this Association

Article 1 (Effective Date) This Rule shall take effect on the date of the resolution by the Steering Committee.

 

Article 2 (Specific Rules on Operations) Specific matters that are necessary for the implementation of this Rule shall be separately set by the representative.
